HMR element rule is not taking effect

Hi,

I have added a new element rule to an HMR. But I can see SBC is by passing the specific rule though I save/active the configuration. Result is same when I use test-sip-manipulation though I refresh sip-manipulations. Debugging shows the new rule never considered.

Thinking of rebooting the SBCs. Is there any other option than rebooting.
