SBC is not generating the register message.

Platform: Acme Packet 1100 SCZ9.1.0 Patch 3 (Build 17)

our ISP is asking to register with their SIP proxy, thus we configured surrogate agent but we noticed that Oracle SBC not generating the register message.

what could be the issue?
