if we have three Reference data sets how to make one of them as a domain one

Oracle Receivables Cloud

version 23C.

we have three Reference data sets, how to make one of them as a domain one or to make it as a parent one and have the same data viewing access.

we have mainly two data sets for the customers segregation, and one to be as a domain.

so what we need is when we use this domain data set on the Business unit set assignment it should show to me all customers on the other two reference data sets.
