oracle 19c col blocking_session_status UNKNOWN

In a 19c 19.06 RAC database, enterprise manager does not show the blocking report (in other tools also happens the same way), although the wait if it occurs, reviewing, possibly because in the gv$session table most of the sessions have the value UNKNOWN for the blocking_session_status column.

Is it possible to get the cause of this problem, or correct it without having to restart the instance?
