We want to record serial # at receipt but not force pick of specific serial #. Setting?

We are on Oracle 12.2.8 and would like to record serial number for items at time of receipt into warehouse to allow reporting of what inventory we have back to vendor. We also would like to be able to allow pickers to pick ANY serial number when picking orders vs. be told a specific serial number to pick (avoid searchig for a specific serial number) What settings on the item would allow for these two functional activities to be mutually exclusive?
