What tool could I use to setup credit card fees to pass to the customer

We are using Oracle Receivables in Oracle 12.1.3. I have a request to begin charging our customers a credit card fee. What Oracle tool could I use to set this up? The requestor has not stated if the fee would be percentage or a flat rate.
