Journal Workflow- Self Approval issue

In General Ledger Oracle fusion,

If we consider ABC- Creator

Scenario 1:

ABC creates the Journal

ABC can't approve their own journal, even if the creator request for approval.

This scenario is tested and working Fine


Scenario 2:

ABC creates the Journal

DEF forwarding the same journal TO ABC , then ABC is able to approve.


Business Requirement:

ABC shouldn't be able to approve the journal created by ABC, even if it is requested for approval or reassigned by some other user.

Is it possible to make any changes that creator should not be able to approve the journal?
