Late Charges

Has anyone implemented late charges in oracle fusion. My client has customers with multiple sites and the requirement is that each site would have different late charge policies. I have configured late charges and i have found out that it does not when you have multiple sites, it seems to inherit the late charge policy of the first site and moreover when you do not add a late charge bill to purpose late charges does not waork
