How do we hide "family" option for those participants having only child dependents?

Oracle EBS Advanced Benefits R12.1.14

We have 4 options for each of our plan types which are Single, EE + Spouse, EE + Child(ren) and Family.

Under the Options form:

For "EE + Child(ren)", under Designation Requirements, rel group = Children, type = dependents. We have all of our child rel types listed. Min = 1, no max.

For "Family", under Designation Requirements, rel group = Family, type = dependents. We have all of our child rel types listed along with spouse. Min = 2, no max.

Currently, if a participant has 2 or more eligible child contacts and no spouse contact, they see both the "EE + Child(ren)" option and the "Family" option. How do we restrict them to only see the "EE + Child(ren)" option? If no spouse contact exists, then the "Family" option should not be available for selection. It should only appear if the participant has both eligible spouse and child contacts.
