C2 hold clarification

Distribution - JDE E1 (MOSC)

We have C2 hold set up under P42090. However, "Age From" and "Allowable %" are blank. And we populate C2 hold in Billing page of a customer.

Documentation stated that we need to have values in these fields.

Since they are blank, does that mean that we, in effect, does not have aging credit check? or does it mean that the customer cannot have any aging bucket?
