NMC routing logic algorithm

I am sharing a scheme of NMC routing logic. It will be helpful for those who implement NSEP/ETS on SBC. As I can see, a correct value of r-value in incoming INVITE is enough for SBC to prioritize the call, even if dialed number is not in the priority list. Thus SBC will not apply any SA constraits, per-user constraints, CPU and bandwidth constraints to this call. Once NMC is enabled on realm, I would recommend to remove the Resource-Priority header with inbound HMR in any request from untrusted/international operators who recide in this realm on
