stop CM hangs since 12.2.13 upgrade

R12.2.13

When we stop the Concurrent Manager via admctl.sh or adstpall.sh, the process hangs and doesn't complete within at least 1 hour

We can kill the remaining processes (FNDLIBR, FNDSM, PALIBR and some Java processes), or we can Abort, and then all works OK (including startup of Concurrent Manager)

No request are running

When up, all requests seem to run normal

What can be issue here ?
