unable to create a BPA from a quotation.

eBS Oracle, Purchasing module. R12.2.10

In core applications R12.2.10 i created a purchase requisition. I went in AutoCreate and generated an RFQ. Then from it I created the Quotation (type = Standard) . I approved that quote to all document types. The quote is active. When going to Tools/Copy Document, I receive the following error: Function not available to this responsibility.

Can you tell me what's missing?
