Bank Account Transfer Uncleared and cleared event is Not Getting Picked Up By Create Accounting

At a client's site utilizing Oracle E-Business Suite R12.2.4, a situation has arisen where Bank Account Transfer events, both cleared and uncleared, are not being captured by the Create Accounting process. Despite having distinct event dates (GL dates) for each transaction, both transactions are resulting in an event status of 'No Accounting Needed.'
