How to prevent users to add affected items under affected item tab of change subclass?

Hi Team,

We have a requirement where we have restrict usets or disable Add/Remove button on affected item tab of change subclass. But i tried to create/modify privileges' but this requirement is not achieved since affected item modification is kept at changes level as we need to restrict users only for subclass of change.

Once we remove privileges it will affect for all changes but we only need to revoke the access for users at subclass level

Please let me know if this can possible in Agile?
