Started and Not Submitted SS Requests displayed as Active Work Flow Status

Hello Folks,

Using self service function (Workflow Self-Service Monitor)( WF_SS_STATUS_MONITOR)

If user opens self service function like Business Trip and enters request details and submit for approval request will be displayed as above with status Active

And also if the user just clicks the function and not enter the request details will displayed with status active too

Is this the standard behavior? As its very confusing for the users which one of the above rows was submitted and which is not ?!

And Can I prevent blank requests / started and not submitted from displaying here as active ?
