Unable to change permissions on output files created by concurrent managers

We are using Oracle E Business Suite version 12.1.3 on Solaris 10

I am trying to follow the below note to modify permissions on files written to $APPLCSF/$APPLOUT by concurrent managers but have not been successful so far.

Why Are Concurrent Manager Log and Out Files Created With 600 Permission Even After Setting umask ${APPLMSK-”022″}? (Doc ID 2470321.1)

I want the files to be read/writeable by a unix account that is not the applmgr (owner of EBS software)
