DELETE ROUTE (G43A14)

JDE E1 - route deletion, reception reversal JDE 9.2 E1

If I do it through P4312 it gives me an error and says Reception not accepted for reversal, and in the message it says that there may have been an amount left on the route

So what I did was go to routing, return the state to the back of the route (INSP) and delete the route

when I want to revert I get the same error again

What am I doing wrong that won't let me reverse it if I take it off the road?
