upgrading 12.1.3/OL7 to 12.2/OL8 but adcfgclone.pl dbTechStack fails

Currently running on prem and the Business is finally ready to upgrade to 12.2. Issue I have at the moment is we also want to get off of an older OS level of OL7. We have used leeap to upgrade servers to OL8 but per "Oracle E-Business Suite Installation and Upgrade Notes Release 12 (12.2) for Linux x86-64 (Doc ID 1330701.1" there is a Note under the OS section that that says:

Note: In-place major OS upgrades (such as from Oracle Linux version 6 to 7) are not certified with Oracle E-Business Suite. Customers running E-Business Suite who are planning to upgrade to a later major OS version are advised to install the OS on a separate target environment that meets all requirements listed in this document before cloning their E-Business Suite instance to it.
