Service registration isn't working on DB

I have been working on configuring a 19c db server to run connections with TCPS and have been running into issues with ORA-12514 when connecting the applications from the client (19c as well) to the DB. The client can connect to the DB with sqlplus on the tcps connection and can ping with no issues on the port, but as the applications use different services I have been trying with no success to get the DB to use the Automatic service registration to add the services to the listener and get this connection to go through and using the SID_LIST_LISTENER
