[SBC] 183 generation on SBC

Hello,

We need to generate a 183 Sesssion Progress on the SBC to answer the INVITE received from a given SA. So, we tried it by configuring the return_183_on_initial_invite SPL plug-in within the SA, following this guide. Nevertheless, the desired 183 response didn't appeared on the dialog.

There was a difference between our configuration attempt and the documentation guide as the element indicated on the link doesn't exist on the Session agent.

At this point, the guide indicates to configure an spl-config element but it doesn't exist here.
