Heartbeat Issue with HSM Wallet

Oracle 19c version 21

Exadata Non-Multitenant (Non-Container) database

Oracle TDE is configured with HSM Wallet. Regularly, we are having issues with heartbeat failure/timeout and wallet gets closed.

How can we mitigate the issue further in addition to setting 28420 and 28421 event levels? We did set the max recommended levels for those events but still are seeing the heartbeat issues.
