How to create MES Inquiry responsibility

Oracle Discrete Mfg, EBS 12.1.3 version.

Hi Team,

We have a business requirement to create MES Inquiry responsibility & add view-only functions to it. I have copied the seeded functions and created an inquiry responsibility but when i try to click on the functions assigned, oracle throws errors and unable to proceed further. Could someone please help in creating a MES inquiry responsibility with correct functions.
