Expenditure organization is not active on WIP expenditure type class

When I launch the concurrent program "PRC: Transaction import" with "Work in process" transaction source parameter, the system reports me the next failure: "The expenditure organization is not active".

It is strange because I can allocate successfully to the same project the expenditure items of "Inventory" transaction source parameter. So the system allows me to allocate materials consumption costs of a work order to the project, but not allow to allocate resources cost (Person is the type of resource) to the same project.
