Oracle 19c Extended support

Hi

We are using Oracle database 19c. The premier support ends on April 30, 2024. The extended support starts from May 1, 2024  and ends on April 30, 2027. I understood there are free 2 year extended support. Is there two years of waived Extended Support (ES) fees from May 1, 2024 until April 30, 2026? How do we get this waived applied to our account? Or Does it Automatically Applies?
