Database Install/Upgrade/Opatch (MOSC)

Trying to Install oracle19c Client on RHEL 9.2 and is failing as per Document 2969734.1

Oracle 19C 64 Bit Client and not the instant client.

Rhel LINUX 9.2 with the latest updates to 9.2.

As i go through the install, i get hit with the bug in the aforementioned document.

The issue I am having is getting optach to run properly.

any opatch command i run I get "OPatch cannot locate your -invPtrLoc '/home/oracle/app/oracle/product/19.0.0/client_1/oraInst.loc'

the oraInst.loc fIle is in /home/oracle/app/oracle/oraInventory and because of the abnormal termination, never gets put elsewhere. I have tried to specify the -invPtrLoc parameter and it doesnt seem to matter, opatch still fails.
