How Can I move the 'Pending' Cost type to 'FROZEN'?

I have a package which is taking updated Item cost for a specific org and inserting data into cst_item_cst_dtls_interface then submitting cost import process to update item in another org with required parameter but the cost type it is updating is 'PENDING', how can i update these pending cost type to 'FROZEN'
