Error message - The database host services are unavailable or not in the "active" state

Hello,

I have an oracle database service version 21c server on my oracle cloud, we tried to perform a restore which failed, the failure we had fortunately could be resolved without needing the restore, however, the system was left in that state of failed restoration attempt and with the message The database host services are unavailable or not in the "active" state. See the following MOS note and restart services: "How to Manage and Check Health of DBSystem and Related Services in OCI (Doc ID 2678285.1)" and for that reason it does not allow you to reconfigure the backups or create a manual backup or do any other action on it server, we tried restarting the dcsagent and dcsadmin services but that had no effect, how can I get my system out of that state?
