Problem connecting SDM to our SBCs

OCSDM is version 9.0.

SBCs version SCZ840p2 Product Acme Packet 3900

We are unable to add devices/connect to the SBCs. Getting an error message stating that

"Errors occurs in processing data. Failed to build network function reason: 'com.oracle.ocsdm.em.common.error.DeviceMgmtSAd Cannot connect to target device using SNMP community string **** and port 161'
