Installing latest Tools version and Implementing 64bit processing - Need advice

We are planning to update our Tools version and also implement 64bit processing. Our infrastructure folks have set up new servers for us, but moving to the new servers means we're doing a fresh install, not an upgrade. This is a steeper learning path for us. We've done upgrades before only.

Questions:

Is it even possible to do a Tools only upgrade moving to new servers? Or should we also upgrade to the latest applications version since we have to reinstall everything anyway?

Is it more advisable to redo the new servers by cloning our existing servers, upgrading what needs to be upgraded so we have the MTRs we need, then doing the Tools upgrade and 64bit implementation only as first planned?
