Xstore: Signature Fatal Error for yearly closure signature file

Xstore Version V17.0.3

We are getting Fatal error for yearly closure signature file in France stores. In logs it says mismatch between local and DB signature values. After deleting and recreating the signature file removes FATAL error but next day error appears again. So daily in France store we have to delete and recreate signature file to move forward. I also got one solution document [attached] but it seems like the solution is valid for xstore 21 and higher version. We need solution for xstore v17.0.3 version.
