48hrs and still no email with password for customer-specific migration patch

Oracle E-Business Suite 12.2.11

Migrating EBS from Solaris to Linux as per DOC ID. 2048954.1

Uploaded manifest over 48 hours ago to https://updates.oracle.com/PlatformMigration and got confirmation with patch number.

DOC states "Within 30 minutes from the time you uploaded the manifest file in Step 1b, you should receive an email with instructions for downloading your customer-specific migration patch."

Have anyone received an email within 30minutes?

I am stuck in the migration process, need the patch, have opened a SR with no solution for 24 hours.
