Unable to complete RTV from Dropship Org

Profile "RCV: Track Shipments for Return To Vendor" is set to Yes.

Qty to return is available in Org A but was originally received in Dropship Org. The Return order can be created and the shipping transaction can be completed. However, the qty transaction for the Direct Org Transfer does not occur and the qty on hand does not change. PO Summary still shows the original receipt qty.

Although, when searching for the po in Returns the qty received has changed to reflect the qty returned.

We are able to complete a RTV from other Receipt Orgs but not from Dropship.
