133LPN - Insufficient Loose Quantity Related - JD edwards Enterprise one

JD Edwards Enterprise One 9.2 Version 9.2.7.1

We are operating in a LPN enabled environment, and while performing Ship confirm of the Sales Order for an LPN enabled Item and Stock, I expect "Insufficient Loose Quantity" Error , but instead the stock gets relieved and In LPN Inquiry P46230, stock show negative Loose quantity.

My Question Is, At times we get 133LPN - Insufficient Loose Quantity, and not every time what is the setup or additional configuration i need to check to prevent user from confirming the quantity without removing the LPN from the Stock. .....
