Regarding ORA-00609 and ORA-12547 in the alert.log

Recently, we've noticed a significant number of ORA-00609 and ORA-12547 errors in our Database Trace alert.log. We've already reviewed document Doc ID 2813629.1 and would like to request further clarification.

The document mentions JDBC and OOB. Firstly, we don't use JAVA for connecting to the Oracle Database, Could this be related to the version of ODAC we're using? Secondly, if we set DISABLE_OOB to ON, would it increase the risk of data loss or data inconsistency between the client and the server?
