Installes Oracle 19.16 with ASM on AWS show DB Stata as "Started"

We have installed Oracle 19.16 with ASM on our test-Env on AWS EC2.

All works fine, but the State of ASM-Database is shown as "Started" - and only Fixed Table Views are allowed

"ORA-01219: database or pluggable database not open: queries allowed on fixed

tables or views only"

Same installation on inhouse Linux VMs work fine and ASM-DB is shown as "Open"

I have restarted the +ASM Database - but no other result

Installation is been done by Ansible Workbook same way as we have done on VM.

Is this a known behaviour on AWS EC2 Instances ?
