inv_reservation_pub.create_reservation creates reservations as Pick Released and unable to allocate

Oracle EBS 12.2

When I reserve inventory to an internal sales order (lot, qty, lpn_id, etc) it seems to be creating fine but when I look at the reservation in the R12 screen it shows pick released but there are no allocation or anything in Transact Move order screen. Usually we do a reservation and then manually pick release each order which is set to allocate the inventory. Does anyone know what the setting is to NOT have the reservation show pick released? Below are the parameters I'm using, I've tried changing the partial_res_flag, force_res_flag and validation_flag to TRUE, FALSE
