Order preparation (16) and Delivery preference (09)

We are using JDE 9.2.7.2

I am trying to setup the above preferencing and from what I understand they work in conjunction with each other. I cannot seem to get the delivery pref to work for the delivery date. I can only get the order prep days to work if the SO is on Backorder. Is that how order prep preference works (only if backordered)?
