OE row overwriting life event rule when deduction begin dates are both in the same pay period

During our previous OE, the coverage begin date was 1/1/24 and the deduction begin date was 12/18/23. The event rule deduction begin date was configured as pay period preceding as we wanted the 2024 premiums to be deduction from the first check of the year, 1/5/24. 

However, we discovered that qualified life events that occurred 12/18-12/31 2023 caused problems. Those were configured with deduction begin date to be on coverage begin date. What we found was that because the deduction begin date for both the qualified life event and the OE event was the same pay period, 12/18 or 12/18-12/31, when ben admin would write the row to base benefits, it would delete the qualifed life event data that was written. Message 000149 was generated.
