Continuously rolling back the previous patch to go forward with the current patch.

We are running Oracle RDBMS version 19.21 on Windows OS (server 2022).

My question is every patch I have done since upgrading to 19 is requiring that I rollback the previously applied patch.

For instance I applied the Oct 2023 patch and today I am going to do Jan 2024. When I run the conflict checker it gives this error:

Prereq "checkConflictAgainstOHWithDetail" failed.

When researching the fix for this, the solution I found says roll back the previous patch.
