Changing WO Hard Commits

We are running JDE 9.2. I am being asked if there is a way to cancel a WO hard commitment without issuing material. The scenario is that there are times when a hard commitment has been placed on a component but due to other priorities, the item needs to be used on a different work order. Is it possible to switch the commitment to the other order?
