Watermarks for IRR export, only accepted half the time.

Siebel 23.

For creating an IRR package for export, the watermark generated from PROD is only found and accepted every other time. Doesn't work each time even though my method is the same:

The same connection to create the watermark, Watermark placed in the same FS/migration folder.
