Combine Header-rule with mime-sdp-rule

I'm trying to make a HMR rule that looks in the SDP if the call has PCMA and if it has, add the header x-csd with value 1. But even that it matches the PCMA, the header-rule tries to match the value with de header i want to add instead of looking if there is true.
