SOA - Dehydrate activity going into pending state

Hi Team, I have used jdeveloper- 12.2.1.4.0 version to develop SOA component.

I'm using dehydrate activity, before and after writing data into CSV files from PAAS database(Volume is around 2.50L), Dehydrate is going to pending state and not getting released and the instance is not getting completed. Please let me know your inputs
