How to enable action tab in shipping transaction view only function?

In the regular shipping transaction form we can search for sales order number and go to delivery tab and in the bottom there will be action drop down available to select freight cost. However, in the shipping transaction view only form in the delivery tab, the action drop down is not enabled. Is there a way to enable the action drop down in the view only form without using the full edit mode of shipping transaction form?
