We received an “Error encountered in SMTP sendmail" in award generation

Peoplesoft 9.2, Peopletools 8.59: FIN, Grants, HR

Hello. The Peoplesoft user email displayed in the error appears to be setup correctly for the resource that had the sendmail error. This resource is designated as Role of “Business Manager”, and on the Proposal they are check ON for “Include in Award Header” and checked OFF as "Workflow Eligible". Do you have any ideas why this error is occurring, and just as important, how do I recover from it? Thanks!
