Trying to apply Oracle® OHS (Native) Bundle Patch 12.2.1.4.240115 to OEM 13.5

Oracle Enterprise Manager 13.5 with Opatch 13.9.4.2.14 (minimum 13.9.4.2.13 required)

And tried the following command after opatch apply also fails complaining about the same.

C:\Install\36187026>opatch prereq CheckActiveFilesAndExecutables -ph .

Prereq "checkActiveFilesAndExecutables" for patch 36187026 failed.
