How do I release a project that got “stuck” during an error in Proposal-to-Award generation?

Hello! I have a situation where a Grant proposal had gone thru approvals and was ready to be awarded. The User went to Grants>Proposal>Generate Award, and when generating the Award, they received an error (something about error encountered in SMTP sendmail for a specific resource attached to the proposal) They want to remove that resource and start again. So, they would load a new proposal with all the attributes of the first one, but without that resource that returned the error. The problem is, when they generate the award, they want to use a specific project number (entering a Project
