Updateable W-4 Approval Process is all or none, has anyone been successful with this?

We are in the process of implementing the Updateable W-4 forms and we only want to approve the W-4s when an employee claims exempt all others we want to go directly into the Employee Tax Data pages. We are finding while there is configuration for this, it does not work and it is all or nothing.

Has anyone been successful in setting up this type of configuration?
