Belgium VAT ID does not accept "1" digit beside "0" as the first digit

In JD Edwards 9.2.5.4

Hi Community,

We are facing this situation:

We have been creating address book records with Belgium VAT id like BE0XXXXXXXXX, country "BE". UDC 74/TI validation for the country is activated.

Thus, we are creating an AB record as: BE1XXXXXXXXX and this is a valid VAT number based on validation portal for VAT ID. JDE throws this "BE0003" error code message:

VAT Number failed the 97 check  

Go to error..All Belgium VAT Numbers has to be 97 proof.

VAT Numbers have BE + 0 + a 7 digit number + a 2 digit check number

The 7 digit number will be divided by 97

The floor of the result will be multiplied by 97 and substracted from the 7 digit number.
